Price per ounce
Per-ounce cost falls as the cup gets bigger, so the Large is the cheapest way to buy the drink. If you are drinking it anyway, the Large wins on value.
The calorie caveat
You are also buying double the calories and double the caffeine. If either matters, the better value is the size you would actually finish.
The ice caveat
Iced drinks are built over ice, which displaces some of the drink. The difference is small but it favours the larger cup slightly.
When the Small is right
Dessert builds, shakes and anything very sweet. A 32 oz shake is a lot of dessert, and most people do not finish it.
